3.3 Roles and Responsibilities

 

3.3.1 User roles

 
Each user is associated to at least one specific role. Each role determines what information a user can access and which actions he / she can perform.
 
The following table summarises the different roles and Section 4. Using the System With a Specific Role will further detail the access rights of these roles:
 
Security Role Description
Consultation This role is proposed for any user needing to access the information without the
ability to modify them.
Administrative This role must be assigned to a user in charge of all actions that must be performed
to prepare information to be communicated to a DTCA. However this role gives no
rights to submit the information.
Submission This role must be assigned to a user in charge of the effective submission of the
information to a DTCA. In practice, this role is also authorised to prepare the
information and is therefore a complete role with all rights.
 

3.3.2 Delegation

 
It is important to note that an Economic Operator (EO) can use the delegation mechanism to allow other persons to act on his / her behalf. Delegation can be managed centrally in the Uniform User Management & Digital Signature (UUM&DS); it is not managed in the Trader Portal.
 
No differentiation in data visibility exists between an Economic Operator (EO) user and a Customs Representative (CR) user that is representing that same EO with full delegation. Both users can assess all the information and perform the same tasks, even the ones in which the CR is not involved. In case there is no information regarding the delegation in UUM&DS, the full delegation is considered by default.
 
When the CR has partial delegation, the CR can only assess the information and perform the tasks of Application(s) and Authorisation(s) in which he / she is involved. Note that in case of the amendment of the representative where representative A is removed and representative B is added, the following information is available:
  • Representative B will have access to the Authorisation and any new notifications / submissions. The old notifications / submissions are not available;
  • Representative A will not be able to see the current Authorisation anymore. However, he will keep access to the old notifications / submissions.
 
A delegated / mandated person that works for several EOs can only see data for one EO at a time, since he / she has to indicate on behalf of which EO he / she is now logging in.
 
The Trader Portal validates the EORI numbers (of the Trader and/or the representative), and, if applicable, the delegation configuration between them, which are received from UUM&DS. Following this validation, the Trader Portal will limit the roles of the logged in user to "Consultation" (read-only) if at least one of the following conditions is fulfilled:
  • The combination of delegation attributes (received from UUM&DS) is not valid;
  • The EORI number of the Trader (received from UUM&DS) is not valid on the current date;
  • The EORI number of the representative (received from UUM&DS) is not valid on the current date.
