5.4 Starting an Action on an Application or an Authorisation

 
A user with the “Administrative” or “Submission” role can start actions on Applications or Authorisations.
 
Starting an action aims at preparing a request to be submitted to the DTCA managing the Application or the Authorisation. The effective submission can only be sent by user with the “Submission” role.
 
All actions related to Applications or Authorisations are started by using the buttons available in the “Actions” drop-down button at the top of the “View Application” or “View Authorisation” page.
 
The following actions are available for users with the "Administrative" or "Submission" role, depending on the business context (e.g. on the status of the Application or the Authorisation, as mentioned below):
 
From the View Application Page (see figure below):
  • Right to Appeal: allows a user to access information about the right to appeal procedure. This procedure is external and cannot be launched from the Trader Portal;
  • Propose Adjustments and Period of Time: allows a user to create a proposal for Application adjustments and a period of time to implement the adjustments. The functionality is only available if no decision has been taken yet and if the status of the Application is "Accepted";
  • Withdraw Application: allows a user to create a request to Withdraw the Application if no decision on the Application has been taken yet by the DTCA;
  • Notify DTCA About Updates: allows a user to send updates of the Application to the DTCA. Note however that this will not update the Application fields, it only intends to inform the customs officer about possible changes. The functionality is only available if the status of the Application is "Accepted" or "Registered".

From the View Authorisation Page (see figure below):
  • Request Amendment: allows a user to create a request to amend the Authorisation. This functionality is only available for a user with the “Administrative” or the “Submission” role, in case the Authorisation status is "Active" and if there is no other on-going process for that Authorisation;
  • Request Suspension: allows a user to create a request to suspend the Authorisation. This functionality is only available for a user with the “Administrative” or the “Submission” role, in case the Authorisation status is "Active" and if there is no other on-going process for that Authorisation;
  • Request Revocation: allows a user to create a request to revoke the Authorisation. This functionality is only available for a user with the “Administrative” or the “Submission” role, in case the Authorisation status is "Active" and if there is no other on-going process for that Authorisation;
  • Request Time Limit Extension to Take Measures: allows a user to create a request to extend the time limit to take measures. This functionality is only available if a suspension request has been previously sent and if the DTCA confirmed the suspension with a suspension notification. Moreover, the user must have the “Administrative” or “Submission” role.
  • Provide Information Which May Influence the Continuation: allows a user to inform the DTCA about information which may require a re-assessment of the Authorisation. This functionality is only available for a user with the “Administrative” or the “Submission” role, in case the Authorisation status is "Active" and if there is no other on-going process for that Authorisation;
  • Request Amendment of Vessels and/or Ports of Call: allows a user to create a request to amend the RSS Authorisation (vessels and ports of call only). This functionality is only available for a user with the “Administrative” or the “Submission” role, in case the Authorisation type is RSS, if the Authorisation status is "Active" and if there is no other on-going process for that Authorisation;
  • Withdraw Amendment: allows a user to withdraw his / her amendment request, before the decision on the amendment is taken by the customs officer. The amendment withdrawal request can be received until a final decision has been made by the customs officer.
  • Buttons available in the "Actions" drop-down button of the "View Authorisation Page"
The effective submission to the DTCA must be performed by a user with “Submission” role with the button “Submit”.
 
Disclaimer: It is important to note that the functionalities available in the TPUI are dependent of the context and the status of the Application or Authorisation in the CDMS IT application. Consequently, it may occur that the submission of a message raises a business error because of an on-going process initiated in the CDMS IT application. In this case, the user might need to prepare and submit his request again, at a later point in time.
